| 摘 要： | 政府信息自政府产生之日起就客观存在了，但政府信息公开却是近期才成为社会趋势，成为一种不可逆转的潮流。笔者根据历史发展的时间序列和近年来对政府信息公开方面知识的研究认为，到目前为止，我国的政府信息公开大致经历了以下几个历史时期：封闭-愚民、保密-安民、半公开-廉政、公开-服务。

| Abstract: | The government information was produced from the day of the government coining into being. But it becomes the social tendency and a kind of irreversible tidal in the recent years that the government information be actually public. The author considers that our country government information opening has approximately experienced four phases of obturation, secrecy, semi - overt and publicity according to the evolution through history and the research about the government information opening knowledge. |
