| 摘 要： | 网络信息服务的无序发展正在损害社会文明成果,传统的管制策略无法达到规制的目的,通过引入外部性及其规制理论,提出宏观政策环境,统一而协调的监管体制,严格的特许制度,对污染性网络信息服务的高额税收,对非法网络信息行为的行政惩处以及适度的司法干预措施,六位一体有机结合,可实现网络信息的繁荣与传统文化繁荣的平衡。
