| 摘 要： | 文章提出白云花水利工程的修建对地处霍林河下游半干旱区域的国家级湿地自然保护区向海带来的负面效应。工程上马后，如果处理不好，水资源的拦截会减少对下游的补水量，使沿河湿地得不到充足的地表水补充，水位下降，乃至干涸。

| Abstract: | Main Characteristics of economic structure and dilemma confronted with economic development in the Changdu District, Tibet Autonomous Region are discussed in this paper. It is argued that the lag economic structure is the key factor that restricts the economic development within this region. Being in the pre industrialization stage, its economic development relies mainly on the primary industry, while the secondary and tertiary industries have not been well developed. After assessing the resources and locational advantages for tourist development, it is suggested that tourist industry should be developed as the strategic industry that will contribute a lot to the economic structure transformation of Changdu District. Furthermore, the framework for tourist development in terms of its spatial arrangement and infrastructure and center tourist city construction are presented. |
