| 摘 要： | 在前人研究的基础上，从土地经济效率和社会效率等方面出发，构建了区域土地集约利用综合评价体系，结合江苏省实际情况，对江苏全省及65个县市区的土地集约利用水平进行综合评价研究，并指出其区域差异和变化趋势，提出提高土地集约利用水平的政策建议。研究结果表明：①江苏省建设用地集约利用水平整体从粗放扩张向集约利用转变；②江苏省虽然整体处于全国和东部地区前列，但与上海等省(市)相比建设用地集约利用水平还有一定的提升空间；③苏南、苏中和苏北地区建设用地集约利用水平差距显著；在经济发展水平相似地区内，不同县市区建设用地集约利用水平的差距也十分明显。文章指出，针对不同类型地区的经济发展规律和用地特征，设计区别性的用地政策，能够从宏观上指导不同类型地区的用地方向，避免低水平重复建设，提高土地利用集约程度，促进社会和谐发展。

| Abstract: | Land scarcity has been the main constraint for industrialization and urbanization in China,especially in the developed regions.Intensive use of land resource is the only way to solve the problem.This paper aims to carry out synthetic quantitative appraisal on the intensity of regional land use through synthetic indicator system.Sixty nine counties in Jiangsu province were selected as study area and fixed assets investment per hactera were chosen as appraisal indicator.Based on appraisal results and the actual situation of Jiangsu province, this paper revealed the level of land use intensity and transformation tendency in the whole Jiangsu province and in different regions and also made relevant suggestions to improve the level of land use intensity.Methods of statistical analysis and Delphi were employed.The results include: 1)The level of land use intensity is improving of Jiangsu province in recent years.And investments and outputs on land are increasing rapidly;2)Imbalances on the level of economic development exit in the whole Jiangsu province.And these are close relative with the situations of regional land use.Though the level of land use intensity in Jiangsu province is placed in front in the whole China and also in the east of China,there is still some room to improve compared with other frontier provinces such as Shanghai and Zhejiang province;3)Differences of land use intensity level are obvious in the south,middle and north regions of Jiangsu province.The level is highest in the south and lowest in the north.The gap of land sue intensity exist among counties.The gap is smaller in the north of Jiangsu province than in the south and middle.It can also explain that the level of land use intensity is low in the north of Jiangsu province.The special difference of land use intensity level is obvious in the south and shows very imbalance.It indicates though the level of land use intensity is higher in the south of Jiangsu province,further improvement is still necessary.Different land use policies should be designed for different regions based on regional land use planning considering local economic development and land use character.It is good for improving the level of land use intensity,avoiding low level repeated constructing,promoting industrial transfer and advancing social harmonious development. |
