中国水利现代化发展水平综合评价分析

摘    要:总结国内外水利现代化评价研究的基础上,分析影响我国水利现代化水平的主要因素,选取水利安全保障、水资源可持续利用、水生态环境保护、水利管理水平为准则层,将城乡供水普及率、堤防工程达标率等11项作为评价指标,建立我国水利现代化评价体系。以2000年发达国家水利发展水平作为目标值,采用静态评价方法对我国2008年31个省(市、区)水利现代化发展水平进行分析评价,研究分析我国东部沿海、中部、东北和西部水利现代化综合发展水平,综合分析显示,与我国国家经济发展的东、中、西部经济发展格局相对应,呈现出东、中、西部明显的地域差异特征。针对各地区不同发展阶段和特点,探索性提出我国水利现代化建设四大区域战略布局与政策建议。
