高技术产业R&D资源投入与产业发展关系实证研究——基于中国1997 年-2009 年省际面板数据

摘    要:本文利用我国1997年-2009年的面板数据,采取面板单位根检验、协整分析、误差修正模型等计量方法,探讨了高技术产业R&D资源投入与高技术产业发展间的关系。实证结果显示:①高技术产业R&D资源投入与产业发展存在长期均衡关系,其中产业研发经费支出与产业发展具有正向长期均衡关系,产业专利申请数与高技术产业发展具有反向长期均衡关系,而研发人员数量投入与产业发展之间的关系尚不明显;②高技术产业R&D资源投入与产业发展的长期均衡存在短期修正效应,具体来讲,产业研发经费支出及研发人员投入变量与高技术产业发展的长期均衡存在短期修正效应,而产业专利申请数变量与高技术产业发展的长期均衡不存在短期修正效应。加大创新人才培养和知识产权保护力度、推进技术成果转化吸收、增加高技术产业研发经费投入是保持高技术产业R&D资源投入与产业发展良性互动的有效途径。

Abstract:The development status of the high-tech industry represents national innovation ability; related studies are therefore of importance. On the basis of literature review, provincial panel data of China during the period 1997-2009 were used to explore the relationship between the high-tech industries'R&D resource input and status of high-tech industry development. A range of measurement techniques were utilized, including the stationary test of panel data (e.g., LLC, IPS, ADF-Fisher, PP-Fisher test) and panel data cointegration analysis (e.g., Pedroni, Kao-ADF, and Fisher test), panel data FMOLS regression analysis, and a panel data error correction model. Results show that there exists a co-integration relationship between the high-tech industries'R&D resource input and high-tech industry development, which can also be referred to as a long-term equilibrium relationship. Specifically, the high-tech industrial R&D internal financial resource expenditure and high-tech industrial development status has a positive long-term equilibrium linkage. The number of applications for patents of high-tech industries and the high-tech industry development state shows a reverse long-term equilibrium relationship. The relationship between the high-tech industrial R&D personnel resource input and high tech industrial development is not very obvious. There exists a short-term reverse relationship between the long-term equilibrium of the high-tech industrial R&D resources input and high-tech industrial development. That is, the high-tech industrial R&D internal financial resource expenditure and industrial R&D personnel resource input have a positive short-term reverse effect on the high-tech industrial development status, whereas the short-term reverse effect of the number of applications for patents of high-tech industries on the status of high-tech industrial development is not significant. At last, on the basis of quantitative analyses, some suggestions were provided, such as enhancing innovative talents cultivation and protection of the intellectual property of China, paying more attention to transformation and absorption of high-tech industrial technical achievements so as to expand sharing revenue and then increase R&D resource input of high-tech industries. These measures would be helpful for maintaining a benign interaction between the high-tech industrial R&D resources input and high-tech industrial development.
