基于改进TOPSIS法的土地整治合理度评价——以广西农垦国有金光等4个农场为例

摘    要:以广西农垦国有金光、黔江、新兴及良圻等4个农场的土地整治项目为例,从土地整治项目投入、土地整治实施强度、土地利用结构及土地整治效益输出4个方面选取16个评价指标建立项目区土地整治合理度评价体系,采用改进的TOPSIS法和障碍度模型,评价其合理度并诊断障碍因子,以期探索节约、集约、高效、合理的土地整治模式,并为土地整治实践提供参考依据.研究表明,4个农场的土地整治合理度均较高,其中金光农场土地整治合理度最高,量化分值为87.83%;黔江农场的土地整治合理度最低,量化分值为78.94%.对金光农场、黔江农场及良圻农场土地整治项目合理度影响最大的准则层障碍因子是土地整治效益输出;对新兴农场土地整治项目合理度影响最大的准则层障碍因子是土地利用结构;对4个农场土地整治项目合理度影响较大的指标层障碍因子是土地质量改善值.

Abstract:As an important approach to achieve the sustainable utilization of land resources, China is strengthening investment in land consolidation. However, scant research has been done on the reasonability degree evaluation of land consolidation in China. Here, we evaluate the reasonability degree of land consolidation for Jinguang Farm, Qianjiang Farm, Xinxing Farm and Liangqi Farm. As he reasonability degree of land consolidation is a complex multi-objective system, the Improved TOPSIS method and obstacle degree model were jointly used. Among them, the reasonable degree of Jinguang Farm was highest, with a quantitative score of 87.83%. The reasonable degree of Qianjiang Farm was the lowest, and scored 78.94%. On the influence of land consolidation project reasonable degree, the obstacle degree of land consolidation benefit output was greatest over the criteria layer obstacle factors, especially land consolidation project for Jinguang Farm, Qianjiang Farm and Liangqi Farm. However, in all the obstacle factors, land use structure made the greatest impact on the reasonable degree of land remediation project in Xinxing Farm. In the sixteen evaluation index, the value of land quality improvement was shown to play the most important part to the four farms. Our findings indicate this approach is not only beneficial to regional policy, project planning and implementation, but can prevent and avoid potential risks resulting from land consolidation.
