摘    要:通过建立石羊河流域水贫困评价指标体系,采用WPI模型计算2001-2010年流域内5县(区)的水贫困水平,并以资源、设施、能力、使用、环境系统贡献率为基础,运用LSE判定5县(区)的水贫困空间驱动类型.结果表明:时间序列上,石羊河流域水贫困程度以不规则的“h”型减弱,按降幅快慢,可划分为波动下降(2001-2005年)和快速下降(2006-2010年)两个阶段;5系统的贫困指数亦以不同形式趋于减小,内部稳定性差异明显.空间格局上,各县(区)水贫困程度以不同形态减弱,空间驱动类型以四因素协同型为主,并细分为4个子类:资源-能力-使用-环境驱动型(民勤县、古浪县)、资源-设施-使用-环境驱动型(永昌县)、资源-设施-能力-环境驱动型(凉州区)和资源-设施-能力-使用驱动型(金川区).

Abstract:With steady growth in the global population and expansion of economic scales, the demand for water continues to grow. Water supply problems are common and the pursuit of human-water harmony appears to be shared goal across societies. Water poverty is the lack of access to water or a lack of water rights. Water poverty theory is a departure from the general theory of poverty and draws upon water resource development, utilization, management and the ability of people to use water resources. Based on the Shi Yang River basin water poverty assessment system, we calculated water poverty levels for five counties from 2001 to 2010 using the WPI model and five systems (resource, facility, ability, use and environment) as a basis for judging water poverty. We found that water poverty in the Shi Yang River basin experienced a fluctuation decrease stage (2001-2005) and rapid decline stage (2006-2010), according to drop speed. Regarding spatial patterns, the water poverty level in five counties decreased in different forms and because of different drivers. They were: Resource-Capacity-Use-Environment drivers for Minqin and Gulang;Resource-Access-Use-Environment drivers for Yongchang;Resource- Access-Capacity-Environment drivers for Liangzhou;and Resource-Access-Capacity-Use drivers for Jinchuan.
