中国城镇化进程中的水资源利用研究

摘    要:中国快速的城镇化导致资源被集约化使用的同时,耗用量却显著增加。以城镇化进程为视角,探讨中国城镇化率与全国用水总量、水资源利用效率与用水结构之间的关系,并以此基础,预测2020年城镇化率到60%时的水资源利用情况。结果表明:城镇化率是全国用水总量和水资源利用效率的格兰杰因;城镇化率每提高1%,水资源综合利用效率将提高7.68%,而总用水量将提高0.58%;预测2020年城镇化率到60%时,全国用水总量将突破红线控制要求,水资源作为战略性经济资源的制约作用更加凸显。对此,提出从技术节水、结构节水和生活节水三方面挖掘节水潜力,以及从生态增水、国际市场购水以及虚拟水贸易三方面增加水资源供应。

Abstract:China's rapid urbanization has relied on the intensive use of resources, and consumption has increased significantly. Water resources, as the basic natural resource and a strategic economic resource, will play a more important role in China's continued economic production. Here, the relationships between China's urbanization rate and national total water consumption, water resource utility efficiency and water utility proportion were analyzed. The state of water resource utility is also predicted for the year 2020 when China's urbanization rate will reach 60%. We found that China's urbanization rate is a Granger cause of national total water resource consumption and water resource utility efficiency. When China's urbanization rate increases 1%, the comprehensive water resource utility increases 7.68% and total water resource consumption will increase 0.58%. When China's urbanization rate is 60% in 2020, national total water resource consumption will exceed the red line control requirements and the role of water as a strategic economic resource will become more prominent. In 2020, the total amount of industrial water, agricultural water and living water will reach 28.57%, 54.55% and 14.69%, respectively. The proportion of industrial and agricultural water will be controlled at 83.12%. Faced with this situation, China should use high-tech water-saving devices in industrial and agricultural production, change used-water structure positively and use less water in life to expand water-saving potential. At the same time China should increase water resource supply by accelerating the water cycle using ecological methods, buy water resource from international markets and implement virtual water trading.
