中国水资源可持续利用评价指标体系研究进展

摘    要:本文在归纳水资源评价分类基础上,论述了水资源可持续利用评价指标体系(Indicators system for sustainability assessment of water resources use,ISSAWRU)的研究基础,即可持续发展评价指标体系与水资源评价指标体系的研究现状,指出SAWRU需要ISSAWRU。水资源评价方法按指标数量可分为单项指标法、多项指标法和指标体系法。水资源评价所需指标数量因评价内容而异。综合评价常需要用指标体系法。SAWRU是水资源常规评价结合可持续发展思想发展形成的一种多属性综合评价。由于水资源系统在人口增长、经济发展压力下日趋复杂化,其可持续性影响因素也复杂多变,其可持续性度量具有不确定性。指标体系是衡量具有不确定性的复杂系统可持续状态的良好工具。我国水资源综合评价指标体系研究的指标筛选原则和方法、指标体系构建方法及指标体系应用方法日趋多样化,但仍存在不少问题,特别是如何构建和应用科学的指标体系SAWRU充分表征水资源可持续利用内涵。建议今后多关注主要用水部门指标体系构建、构建过程整体性、新理论新技术成果吸收等研究,加强SAWRU内涵对ISSAWRU构建的指导作用,从而提高指标体系的通用性和科学性。

Abstract:On the basis of classification of water resources assessment,this paper discusses the base of building indicators system(IS) for sustainability assessment of water resources use(SAWRU)(ISSAWRU),that is,research progress on indicator system for both sustainable development assessment and water resources assessment.IS for assessing water resources use is a method of water resources evaluation sorted by evaluating indicator number,which is developed from single indicator and multi-indicators.IS has been one of studying focus of water resources evaluation in China.According to different assessing purpose or content,different IS have been formed in different study areas now.There are manifold principles and ways of indicators selection,formation and its application of IS for comprehensive assessment of water resources system in China.IS is suitable for synthesis assessment of water resources,but the exact indicator number of IS is decided by content of water resources synthesis assessment.Deriving ideas from general assessment of water resource and indicator system of sustainable development assessment,SAWRU are a comprehensive approach with multi-attributes of water resources system.Application of IS can make it possible to judge whether or not the benefits and costs of water resources use meets requirements of sustainable development of social,economic and environmental compound system by Principal Component Analysis,Analytic Hierarchy Process,etc.Furthermore,Water resources system tends to become more complicated under the pressure of population growth and economic development,and factors effecting sustainability of the system are numerous and difficult to be measured.Therefore,ISSAWRU is needed and fit for SAWRU.However,there are still some problems in the studies of ISSAWRU,such as how to properly deal with relations between indicators selection and assessing purpose,macro-and micro-characteristics of IS,dynamic and static characteristics of IS,integration ability and pertinence of indicators,maneuverability of IS,etc.To improve universal performance or scientific property of ISSAWRU,it is suggested that more attentions should be given to some potentially important studying aspects of ISSAWRU in the future,i.e.,establishing a scientific,universal,integrated ISSAWRU,bringing new theories and methods or technologies into SAWRU in time,strengthening studies on ISSAWRU for key users of water resources.
