河北省国民经济用水投入产出分析

摘    要:本文运用水资源投入产出法对河北省国民经济用水进行了定量分析.将传统投入产出表与国民经济各部门的取水和排污数据相结合,建立了河北省2002年水资源投入产出表,从取水和排污角度对河北省各部门用水特性进行投入产出分析,认为河北省国民经济用水的突出问题是农业用水总量大、效率低,石油化工等重工部门污染严重;进而,以水资源投入产出结构为基础,结合线性规划和AHP法,对河北省2010年国民经济用水进行优化配置研究,制定了四套产业结构调整方案并进行比较分析;最后,提出了提高农业用水效率,提升工业技术水平、优化产业结构,大力发展服务业的建议,可为河北省可持续发展提供参考.

Abstract:The imbalance between the supply and demand of water resources is aggravating in Hebei Province. Water shortage and water pollution have become significant factors that restrict the sustainable development of society and economy in Hebei Province. Based on the principles of sustainable use of water resource and maximum amount of economic benefits, water resource input-output analysis is considered as an effective method to resolve water related problems in the macroeconomic system. Therefore, input-output analysis was used in this paper to study the relationship between water resource and economy in Hebei Province, in order to find ways to optimize water allocation in local economy. Firstly, data of water intake and wastewater discharge were added to the traditional input-output table in order to construct water resource input-output table of Hebei Province in the year 2002. Then, water use patterns at industry sectors in Hebei Province were analyzed from two aspects: water intake and wastewater discharge. The results showed that water use in agriculture accounted for about 70% of the total water consumption in Hebei Province and its efficiency was low. Meanwhile, heavy industries, such as petrochemical industry and chemical industry, were much more responsible for environmental and water pollution. Furthermore, in order to support the performance of industry structure adjustment in Hebei province so that national economy can develop in a more sustainable way, a follow-up study was conducted. In the foundation of basic structure of water input-output table, four scenarios were presented to optimize water allocation in 2010 by using linear programming and analytic hierarchy process (AHP) respectively. Finally, suggestions were put forward to resolve the main problems of water resource in local economy: improving water use efficiency in agriculture; advancing the level of technology, especially in heavy industries; upgrading industry structure and developing modern service industry.
