城市职能视角下“三生”空间的识别与评价——以京津冀城市群为例

摘    要:科学识别“三生”空间能够帮助摸清区域空间本底,促进国土空间的有序开发利用,是国土空间规划编制的基础。本文选取京津冀城市群作为研究区,以土地利用类型“三生”功能为基础,结合“三生”功能适宜性识别划定“三生”空间,并对京津冀城市群进行职能分类,分别评价2010—2020年城市群整体与各类城市的“三生”空间格局与转移变化。结果表明:①京津冀城市群“三生”空间地理分异规律明显,由西北向东南依次呈现生态-自然生产空间、自然生产-生态空间和生态空间,其中穿插着以各个城市中心为主体的生活-工业生产空间;②2010—2020年,仅有生活-工业生产空间面积增加,其余空间均减少,4类空间均有不同程度的转移,其中生态-自然生产空间转为自然生产-生态空间面积最大;③京津冀城市群“三生”空间中多为复合功能空间,生态与生产功能呈现多种强度组合方式,2020年新增自然生产-生态空间自然生产适宜性较2010年有所下降;④京津冀城市群职能结构分工不明确,相同职能类型的城市“三生”空间变化相似。结合土地利用类型与适宜性识别“三生”空间更加科学准确,划分城市职能类型评价各类城市“三生”功能特征,以期为京津冀城市群国土空间开发利用与协同发展提供科学参考。

Abstract:The scientific identification of production-living-ecological space can help investigate the background of regional space and promote the orderly development and utilization of territorial space, which is the basis of territorial space planning. This study chose the Beijing-Tianjin-Hebei urban agglomeration as the research object, and delimited the production-living-ecological space based on the production-living-ecological functions of different land use types and by combining with the suitability of the production-living-ecological functions. It also classified the functions of the Beijing-Tianjin-Hebei urban agglomeration and evaluated the spatial pattern and transfer changes of production-living-ecological space of the whole urban agglomeration and each type of city respectively. The results show that: (1) The geographical differentiation of production-living-ecological space in the Beijing-Tianjin-Hebei urban agglomeration is obvious, and the ecological-natural production space, natural production-ecological space, and ecological space extend from the northwest to the southeast, interspersed with living-industrial production space with major cities as the cores; (2) In the 10 years from 2010 to 2020, only the area of living-industrial production space increased, while the rest decreased. The four types of space have different degrees of transformation, among which the area that shifted from ecological-natural production space to natural production-ecological space is the largest; (3) The production-living-ecological spaces in the Beijing-Tianjin-Hebei urban agglomeration are mostly composite functional spaces, and the ecological and production functions show a variety of intensity combinations. The suitability of natural production in the new natural production-ecological space in 2020 was lower than that in 2010; (4) The functional division of the Beijing-Tianjin-Hebei urban agglomeration is not clear, and the changes of production-living-ecological space in cities with the same functional type are similar. Combining land use types and suitability is more scientific and accurate for identifying production-living-ecological space and evaluating the production-living-ecological functional characteristics of various types of cities that are divided by urban function. This research provides some scientific reference for the development and utilization of territorial space and coordinated development of Beijing-Tianjin-Hebei urban agglomeration.
