| 摘 要： | 近年来，资源问题和产业集群问题逐步成为经济研究的热点，而作为产业集群特殊组织形式的资源产业集群也开始引起了越来越多的关注。陕北地区煤炭、石油、天然气等自然资源丰富，运用区位熵法对该地区资源产业进行测算分析可以判断该地区资源产业的集聚程度。本文选取了陕西省主要资源集聚地延安、榆林、铜川、咸阳、渭南五个地区（统称为陕北地区）为研究样本，对这五个地区的煤炭、石油和天然气资源产业的区位熵进行了计算，显示出陕北地区的煤、油、气具有很高的集聚程度，2007年的区位熵分别为7.1244、8.6308和7.2955。在产业集群理论的基础上，本文建立了基于“资源集聚—产业网络—服务体系”的 “RIS模型”来进一步对陕北资源产业集群进行识别。“RIS模型”识别结果反映，陕北煤炭、石油和天然气资源产业已经初步形成了资源产业集群，但仍处于初级阶段，需要在调整产业结构、优化配套供应、延长产业链、强化技术支持、完善基础设施建设、提高中介服务能力以及加强政府支持等方面做更多的工作。

| Abstract: | Resources and industrial cluster issues are among the economic research topics under heated discussion.Therefore,resource-based industrial cluster,which is a particular organizational form of industrial cluster,is also in the focus.The north part of Shaanxi province is rich in natural resources,and resource industry has gradually become the mainstay of local economy in recent years.,Being rich in certain natural resources such as coal,petroleum and natural gas,North Shaanxi is the main gathering area of mineral resources in Shaanxi.In March 2003,it was officially approved by the central government to construct Yulin region as the base of energy and chemical engineering of North Shaanxi.This is the only state-level base of energy and chemical engineering nationwide.The degree of industrial clustering can be determined by the measurement,calculation and analysis of location quotient.Five primary areas of concentration in resource in Shaanxi,including Yah'an,Yulin,Tongchuan,Xianyang and Weinan,are selected as the research samples.The location quotients of coal,petroleum and natural gas resource industries in the five areas from 2005 to 2007 are calculated.The results show that the clustering degrees in coal.petroleum and natural gas in North Shaanxi are high.For example,the location quotients of coal,petroleum and natural gas resource industries in North Shaanxi in 2007 are 7.1244,8.6308 and 7.2955 respectively.According to the theories of industrial cluster,the RIS modelis established to investigate the development of resource-based industrial clusters of coal,petroleum and natural gas in North Shaanxi from the perspectives of concentration degree of resource,improvement degree of industrial network and construction of service system,in order to identify resource-based industrial clusters in North Shaanxi.The results of RIS model reveal that,coal,petroleum and natural gas resource industries in North Shaanxi are the initial resource-based industrial clusters but they are still in primary stage.The cultivation of resource industrial clusters of coal,petroleum and natural gas is significant to the advancement of economic development in North Shaanxi,to the development of Shaanxi,Gansu,Shanxi and the Inner Mongolia,and to shortage relief of resources nationwide.Therefore,recommendations such as adjusting industrial structures,optimizing auxiliary supplies,strengthening technological supports,improving infrastructure construction,enhancing intermediary service,and reinforcing governmental supports are put forward to develop resource-based industrial cluster as the focal point of economic development of Shaanxi. |
