| 摘 要： | 在对煤炭资源价格机制形成的历史过程进行总结的基础上，以1978年～2004年间山西煤炭产量、消费量与山西经济增长的数据进行相关性分析，认为山西煤炭生产量与GDP增长不具有长期的均衡关系，而山西煤炭的消费量与GDP增长有着很好的同步关系，煤炭消费量的变化最终影响了经济的增长。该结论解释了山西煤炭“资源诅咒”的现象。山西资源经济要健康可持续发展，一种符合可持续发展理念的现实选择是发展循环经济。循环经济从理论层面到实际操作层面面临诸多障碍，其中制度障碍对于资源富集地区显得尤为突出。循环经济必须以经济循环为前提，经济性是循环经济发展的一个基本条件。从企业角度看，科学的煤炭资源价格的形成必将克服煤炭企业发展循环经济的成本障碍；从政府角度看，煤炭企业生产开采的外部负效应，单独依靠企业自身努力不能克服，而必须由政府从宏观调控及立法的角度对煤炭企业的税费制度进行配套改革，最终与企业内部努力形成合力，以解决煤炭企业发展循环经济的制度障碍。因此，一个市场化的科学的煤炭资源价格形成机制以及合理的相关税费政策是富煤省份发展循环经济的基本前提。

| Abstract: | Having analyzed of the relationship between coal production, consumption, coal price and economic growth based on the data of 1978-2004 of Shanxi province, we reach the following conclusions: 1) Coal consumption and economic growth(real GDP) of Shanxi province demonstreate an obvious synchronization. The growth of coal consumption is one of the important reasons for economic growth. Empirical analysis shows that several turning points in coal consumption growth are also those in Shanxi GDP growth such as in 1981, 1989, 1995, 1999, 2004. Real GDP of Shanxi increases by about 1.217 percent with the increase in coal consumption by one percent. 2) Coal production and real GDP of Shanxi province demonstrate certain correlation. In other words, coal economy plays an important role in the whole economy of Shanxi province. Based on the basic conclusions above and the combination of the relationship between Shanxi economic growth and coal economy, we develop theories for the econoic development of Shanxi with coal economy playing an indispensible role: 1) we should develop recycle economy in Shanxi; 2) if recycle economy is successful in coal-rich provinces scientific coal pricing mechanism should be established. For a long time, coal products price formation mechanism is backward, resulting in the unreasonably low price, which neither reflects the changes in supply and demand, nor is of the absolute value of resource products. Thus there are widespread hindrances in the development of recycle economy in the coal-rich provinces. Economy features are the fundamental driving forces for recycle economy. The scientific coal pricing mechanism can reflect both the changes in supply and demand and the absolute value of resource products. The market-oriented coal price formation mechanism embodies the request for recycle economy development, and can overcome cost and price obstacle. Therefore, the scientific coal pricing mechanism is a prerequisition for developing recycle economy in the coal-rich provinces. In this essay, sustainability of economic growth in Shanxi is analyzed from the perspective of circular economy and we believe that coal price formation mechanism and related tax policy together determine the performance of the circular economy. Policies about scientific mechanism for coal pricing and reform proposals about coal business tax system are also recommended. |
