| 摘 要： | 环境问题已经成为环境安全问题，环境安全是国家安全的重要组成部分。环境问题可能引发社会恐慌，加剧贫困，争夺生存资源并最终诉诸武力，可能促发国际冲突、影响地区和平，乃至人类安全。和谐社会应当是一个环境安全的社会。政府应当将环境安全上升为国家意志，动员社会力量，促进世界环境合作。

| Abstract: | The environment problems have been the environment security which is the important part of the state security. It is possible that the environment problems will strike social terror, aggravate poverty, fight for resources, make international conflicts, and influence the regional peace even to human security. The harmony society should be one of environment security. The government should promote it to the state will, mobilize the social strength and promote environment cooperation in the world. |
