| 摘 要： | 陕西住房公积金制度自建立以来，得到了快速的发展，住房公积金覆盖面逐年扩大，归集额不断增加，公积金使用率也在不断提高，对陕西住房消费做出了很大的贡献，促进了陕西房地产事业的发展，解决了许多中低收入者的住房问题。但它在发展运行中也存在着覆盖面还不够大、发展不平横、保值增值能力弱等问题。文章以实证分析的方法对陕西住房公积金的现状进行了分析，指出了陕西住房公积金实际运作中存在的问题，并提出了完善陕西省住房公积金制度的若干建议。

| Abstract: | Since Shaanxi housing fund system has been established, it has developed rapidly. Housing provident fund coverage expandes year by year ,the total value increases unceasingly, and the fund utilization ratio is also in constant fund raising, the housing consumption in shaanxi province, has made a big contribution to promote the development of shaanxi estate business, and resolved many low - income housing problems. But it also exist many problems in its running process, such as the existence of coverage is not big enough, the development of horizontal inequality, the capacity of preserving and increasing the value is weak. Article positive approach to housing fund provides an empirical analysis of the situation, pointing out that the Shaanxi housing fund operational problems, and presents the perfect Shaanxi housing fund system solutions. |
