| 摘 要： | 环境要素具有明显的公共物品属性，环境状况的改善不可能随经济增长自动完成。将环境要素引入生产函数的分析表明，由社会经济发展水平所决定的社会公众与政府官员的互动关系是影响环境要素供求状况的重要因素。不同时期佛山陶瓷产业政策的演变、安徽蚌埠鲍家沟污染事件和厦门PX项目事件在处理方式及结果等方面的巨大差异表明，对应不同经济发展水平，政府官员的环保意识、公共管理水平和民众对公共事务的参与方式、程度等方面都存在较大差别，进而导致了环境要素的供求差别。只有实现公众与政府的良性互动，才能有效推进中国环境问题的改善。

| Abstract: | Environment factor has notable public goods＇ attributes. The improvement of environment can＇t be accomplished automatically with economics growth. By drawing environment factor into production function, we found that the relation be- tween public and government official which decided by economic development level is an important influence factor to the supply and demand of environment factor. The ceramics industry policy＇s variation of different period in Foshan and enor- mous difference in handle way and consequence between Baojiagou pollution event and Xiamen＇s PX project event make clear that the distinctions of government＇s environment protection consciousness, public management level, the participate mode and degree of public affairs are comparatively large, then result in the difference of the supply and demand of environ- ment factor. It＇s impossible to improvement Chinese environment problem if the beneficial interactive between public and government official can＇t comes true. |
