| 摘 要： | “5·12”汶川大地震中的政府信息公开为我国《政府信息公开条例》的顺利实施树立了一个典范。如何以此为契机，完善政府信息公开法律制度，让政府信息公开从“范本”走向“常态”，是大地震留给我们的思索之一。我国《政府信息公开条例》对政府信息公开的主体、范围、方式和程序、监督保障制度等作了全面的规定，但仍存在立法位阶低，“公共利益”界定不明确，与《公务员法》、《保密法》、《档案法》等相关法律的规定不衔接等问题。为此，需要在实践中不断加以完善。
