| 摘 要： | 全球气候变暖,各种极端天气事件频发,而始于2008年的全球金融危机尚未见底.人们期待以新能源技术为代表的绿色产业可以带动全球经济的全面复苏,低碳经济发展模式成为时下的热门话题.作为中国高排放区域之一的西部地区,其低碳经济发展模式更是备受关注.然而,本文的研究表明:西部地区发展低碳经济面临极大的约束条件,急于强调西部地区在短期内实施低碳模式的经济转型与结构调整是非理性的.从能源利用的角度来看,在未来一段时期内,西部地区只能采取高碳经济低排放的发展战略,而不是完全低碳经济的发展战略.

| Abstract: | Various extreme weather conditions happen frequently with global warming.Meantime,the global financial crises which took place in 2008 still doesn’t reach its bottom.The so-called "green industry" which is represented by new energy technology is considered to be able to drive the complete rejuvenation of world economy.Therefore,the low-carbon development mode in western areas(as one of the high emission areas of China) has attracted great attention.However,our results show that the implementation of the low-carbon development strategy in western areas of China will face great constraints,and it is irrational to emphasis the rapid economic transaction and structural adjustment.From the aspect of energy utilization,we should adhere to the "high-carbon but low emission" development strategy in western areas of China rather than low-carbon development strategy in future. |
