| 摘 要： | 政府绩效评估作为一种有效的公共管理模式和手段,对加强政府责任、提高政府效率发挥着重要作用,在西方国家政府部门已经得到普遍推广和运用.我国政府管理体制改革使得政府绩效评估成为了学术界研究的热门课题,在实践中也成为了我国各级政府部门推行管理创新的重要举措.政府科技计划绩效评估作为科技部门政府绩效的重要组成部分,在理论研究和实践中已经得到政府部门的重视,并结合我国科技计划管理的特点,初步研究建立了政府科技计划绩效评估的基本理论模式和评估框架,本文以国家高技术研究发展计划绩效评估实践为例进行了探讨.
