| 摘 要： | 作为我国首批国家级高新区,合肥高新区经过近20年的建设和发展,已完成了以要素集群为主导的"一次创业",目前正面临着以增强自主创新能力为主导的"二次创业"。文章运用SWOT法,分析了合肥高新区在"二次创业"中面临的机遇和威胁及自身的优势和劣势,找出"二次创业"的战略定位和发展路径,总结出制约高新区发展的瓶颈因素,就如何突破当前制约高新区发展的瓶颈,更好的进行高新区建设给出对策。

| Abstract: | As China's first state-level high-tech zone,after nearly 20 years of construction and development,Hefei high-teeh zone has been completed the cluster-led"first-time pioneer",and is facing the"second-time pioneer".By applying the SWOT analysis,this paper puts forward the opportunities and threats of the Hefei high-teeh zone in the"second-time pioneer"and their existing strengths and weaknesses.Summed up the bottleneck factor constraining development of hish-tech zone,how better carries on the development zone construction,the reform of the current bottleneck restricting the development of high-tech zones are given in strategies. |
