| 摘 要： | 国家低碳创新系统是面向低碳技术创新的由多个组成要素构成的国家创新网络体系,构建促进国家低碳技术进步和低碳经济发展的结构—功能框架.应对全球气候变化,需构建国家低碳创新系统,选择加强低碳技术支撑、强化低碳制度保障、优化低碳产业结构、构建低碳创新合作框架、夯实低碳创新的社会基础等发展道路.
