| 摘 要： | 本文试图探索性研究中国城市低碳规划的逻辑框架和重点需要考虑的问题。建立城市排放清单是基础性工作,碳排放目标是低碳城市规划的硬约束和核心目标,基于此,以返溯法构建低碳路线图,提出重点方向和实施低碳的措施。低碳规划中建议城市清单的边界同时考虑市域和狭义城市。低碳重点方向建议侧重城市能源供应、交通、建筑和废弃物处理等城市特征。

| Abstract: | This paper proposes and discusses the framework of low carbon city planning for China.The fundamental work for low carbon planning is greenhouse gases inventory.Based on the inventory and emission cap,the paper deduces the low carbon roadmap.Using back-casting model,it puts forward the key direction and instruments to ensure the roadmap. |
