| 摘 要： | 本文提出了适度市场化的概念,认为地方应用型科研院所的发展包涵于社会主义市场经济的总体范畴,应符合有计划的现代市场经济,即地方转制所应坚持承担共性技术研究和追求利益最大化统一.公益性产出方面,上级主管部门应集合各所资源,与外部广泛合作,形成合力,统一部署,完成对区域经济甚至国家经济和社会发展起重要作用的大规模公益项目.经营性产出方面,地方应用转制所应形成科研开发人员与市场销售人员两头重的格局,追求市场效益.本文参考了弗劳恩霍夫(Fraunhofer)模式,充分考虑了地方应用型科研院所规模小、资金匮乏、先进适用的科技成果不多等实际情况,将地方应用型科研院所与公益所和基础型科研院所区分开来,强调了发展模式的重要性,对现实具有重要的参考价值.
