| 摘 要： | 可耗竭能源资源稀缺性逐渐被人们认可,征收资源租被认为是增强其开采和利用的有效手段。对能源资源租的归属问题、能源资源价格与资源租的关系问题进行了解读;并且基于能源资源市场特征、开采者行为与资源租关系的研究,探讨了资源租不同存在情形以及其对能源资源有效开采期的影响,认为可耗竭能源垄断型开采优于竞争型开采,同时,资源所有者应该充分借助资源租的手段矫正开采者的开采动机。

| Abstract: | The scarcity of exhaustible energy resources has been gradually recognized,and it is considered an effective means to impose rent on energy resources for extracting and using them.The ownership of energy resource rent and the relationship between price and rent of energy resources are analyzed.Based on researching the energy market characteristics,miner motives and energy resource rent,the features of energy resource rent in different situations are discussed as well as its impacts on the exploitation period of energy resources.Resource owners should rectify the miner motives by imposing rent on energy resources sufficiently,and the way of monopolized extracting energy resources is better than that of the competitive. |
