| Abstract: | This paper sets forth the logical governance of industrial clusters based on the competence of enterprise, and points out that creating boundless enterprise is indispensable to advance the competence of enterprise inter-clusters, and researches into the efficiency of two patterns of governance induced by the competence of boundless enterprise based on the modularization and the value chain. |
