| 摘 要： | 介绍我国电力行业的管制改革方案并进行了评述,在此基础上提出了对我国电力行业进一步管制改革的建议,提出了放松对竞争性环节的进入管制,引入民营资本,在可竞争领域引入竞争机制;重建政府管制体系和控股企业引入职业经理人制度并建立激励约束机制的政策性建议,以提高我国对基础性产业的政府管制效率。

| Abstract: | This paper appraises the regulation innovation scheme of the electricity industry. Based on it, the authors make suggestions on deep regulation innovation, releasing the entrance regulation of competitive link, importing the civil management capital, introducing the competitive mechanism in the enlightenment field, reconstructing the governmental regulation system in natural monopoly industry, introducing professional management system and establishing motivation mechanism in SOEs in order to enhance the public regulation efficiency of infrastructure industry. |
