| 摘 要： | 在前不久国内经济紧缩的情况下，政府曾采取各种措施以求刺激经济增长，其中关于如何发展中小企业就成为一个政策重点。如今虽然经济开始走出低谷，但中小企业的发展仍是经济复苏和增长的一个亮点，而中小企业融资难的问题却一直较为突出。本文对银行惜贷与中小企业融资难的深层原因作了较为详尽的论述，并主要就融资与信贷的错位问题对各关系主体提出一些建议性的措施。

| Abstract: | As China's economy suffered an economic contraction during the preceding stage, in order to stimulate economic growth, the government took some measures, among which the development of the medium and small-sized enterprises was a key policy. Although the economy is reviving now, the development of the medium and small-sized enterprises is still important to the economic revival and growth. But the problem of hard financing is still sanding out. This article mainly deals with the further reasons for hard financing and bank loans of the medium and smail-sized enterprises. Some suggestions are also made. |
