| 摘 要： | 本文对我国各地区间信息化差距的现状进行了比较研究,并提出了相关的政策建议。其核心观点是,中西部内陆地区与东部沿海地区之间存在巨大的信息化差距,即所谓的数字鸿沟,其根源在于各地区社会经济发展的不平衡,同时这一差距本身也有可能进一步加剧社会经济发展的不平衡。政府应该采取适当的措施以阻止差距的进一步扩大。政策建议包括:加大对中西部地区通信基础设施和教育的投资,提高中西部地区的公共信息服务水平等。

| Abstract: | In this paper,the authors conduct comparative study on the present situation of informationization gap among different regions in China and propose policy suggestions.Here follows the core views:there is a great informationization gap between the mid-west inland regions and east coastland regions,i.e.so-called digital gap,which stems from the imbalance of social and economic development in the different regions,and which may intensify the imbalance.The government needs to take appropriate measures to stop the imbalance from expanding.The policy suggestions include increasing investment on the infrastructure of ICT and on the education in mid-west regions,and also include improving the level of public ICT service in mid-west regions of China. |
