| 摘 要： | 科学发展观的提出，对于推进我国高等教育具有特殊的意义，我们要以科学的态度对待科学发展观的研究，正确认识和看待改革开放以来我国高等教育的发展，以科学发展观为指导，确立科学的高等教育发展观，推进高等教育的科研管理创新研究，高校科研管理工作如何坚持科学发展观，从以人文本、全面发展、协调发展和可持续发展四个方面作了阐述，并对高校科研工作如何实现以科学发展观为指导，促进高等教育发展做了有益探讨。

| Abstract: | Scientific Development Coneept is beneficial and significant for pushing forward the higher education in China. Hence, the research of Scientific Research Concept, and the higher education development since the opening-up and reform should be recognized and understood with the scientific attitude; Scientific Higher Education Development Concept should be established, and the innovation research of scientific research management in higher education should be enhanced with Scientific Development Concept as the guide. From the four aspects of putting people first, comprehensive, coordinate, and sustainable development, this paper explains how the scientific research management sticks to Scientific Development Concept, and explores how the scientific research management, with Scientitle Development Concept as the guide, contributes to higher education development. |
