| 摘 要： | 通过对地方高校申报国家自然科学基金过程中存在的问题分析，提出了地方高校应该做好科研选题定位、加强合理学科建设、大力培养和引进创新人才、建立健全有效的政策激励机制，采取有效措施以提高国家自然科学基金申报的质量。
