| 摘 要： | 当前，面对新的一轮金融危机，我国经济发展也暴露出一些突出问题：内需不足、物价不稳、就业压力日益增大，循环经济发展成为各级政府解决发展中存在问题的主要出路，但向循环经济转型体制和机制建设迫切需要跟进。本文就。我国向循环经济转型需要在体制和机制方面加强的几个问题进行探讨。

| Abstract: | At present, facing the new round of financial crisis, China＇s economic development also revealed a number of problems： insufficient domestic demand, price instability, the growing pressure of employment. Development of circular economy has become the major way in solving developmental problems for governments at all levels, but the structure and mechanism construction is also urgent needed in switching to a circular economy. In this paper, the issues to be strengthened in structure and mechanism during switching to circular economy are discussed. |
