| Abstract: | The management of intellectual property right（IPR） is an important part work of science and research management. Nowadays, losing IPR happed so much that we should strengthen IPR protection through discovering the problems in science and technology achieve- ments transformation. It would help to build and implement the stratagem of protection. Its detail countermeasure was discussed as well. |
