| 摘 要： | 集群创新使中小企业获得较强的技术创新能力和竞争优势，但我国的中小企业在集群创新过程中还存在着地方政府职能的缺位、集群技术创新基础能力不足、创新模式单一以及集群内部创新文化的缺失等一系列问题。因此，应积极探讨相应对策．采取有效措施，推动我国中小企业集群过程中的技术创新。

| Abstract: | enterprise cluster and innovation enables small -mediumsized enterprises to enhance their technical innovation capabilities and boost their competitiveness and advantages, however, currently, the small-medium-sized enterprises around our country are facing with series of problems in their way of pursuing clustering and technological innovation. These problems could be summed up as： government＇ s failure in performing its functions in due course, weak in the basics for enterprise clustering and technological innovating, singularity in the mode of innovation, scarcity in the culture of innovating within enterprises and so forth. Then active and effective should be taken, so as to promote the technological innovation in the process of enterprise clustering. |
