| 摘 要： | 汶川地震灾后面临着极其繁重的农村恢复重建的任务。文章在分析了灾区农村恢复重建的基础及条件后，提出在重建中应坚持尊重自然、尊重农民，保障生计、保护生态，自建为主、统建为辅，规划优先、建设分步等原则，并且要妥善解决原地重建与异地迁建的关系、恢复重建的项目时序、民族传统与地方特色的保护等问题。文章最后从组织实施、资金筹措、技术服务和建材供应等几个方面，提出了对灾区农村恢复重建的几点建议。

| Abstract: | There is a mass of rebuilding tasks after the terrible earthquake happened in Wenchuan May the 12th, 2008. Basics and conditions of disaster area in Wenchuan were analyzed first in this paper, and then principles, including respecting nature and human being, protecting environment but also ensuring living, encouraging farmers to rebuild on themselves as well as rebuilding step by step according to designing, were pointed out to follow when rebuilding. Problems on where to rebuild, how to arrange the schedule and how to protect the local traditions should also be well solved. Suggestions on organizing, financing, technical services and materials supply were brought out in the end. |
