| 摘 要： | 当前，中国经济发展进入次高增长状态，内需不足、物价不稳、就业压力日益增大，加之金融危机的冲击，经济增长成为各级政府解决发展中存在问题的主要出路，循环经济成为科学发展的模式和路径选择，本文通过对我国国情和国际环境现实的梳理和分析，探求我国向循环经济转型的必要性。
