| 摘 要： | 高校图书馆作为全国图书馆系统中重要的组成部分，无论其人员配备、软件还是硬件设施与公共图书馆相比都具有明显优势，其对社会开放已经成为社会发展不可逆转的趋势。文章主要阕述了现阶段高校图书馆对外开放的现实意义和对外开放的必要性，从高校图书馆的优势、向社会开放要解决的问题及措施、政府要为高校图书馆“变”公共图书馆的进程中起主导作用三方面探讨了高校图书馆“变”公共图书馆的可行性，简单介绍了江苏技术师范学院图书馆对外开放的探索与实践。

| Abstract: | As an important part of the national library system, university library has obvious advantages in personnel, software and hardware facilities over public library, so its opening to the public has become an irreversible trend. The paper mainly expounds the practical significance and necessity of opening the present university library to the public. The feasibility of changing university library into public library is described from three aspects of the advantages of university library, problems and measures on opening university library to the public, and the leading role of government in changing university library into public library. And the exploration and practice of opening library in Jiangsu teachers university of technology are simply introduced. |
