| 摘 要： | 我国政府绩效评估过程中存在着种种困境,如果无法解决这些困境,很可能导致推行的政府绩效评估失效.通过对国内外政府绩效评估研究现状的简评,总结了当前我国政府绩效评估实践过程中面临的主要困境,提出了破解政府绩效评估困境的首要路径,即应从机制与制度构建入手,使我国推行的政府绩效评估成为一种制度变迁过程.
