| 摘 要： | 普遍流行的观点认为,欧美创新体系中那种URIs（大学和政府研究机构）与工业之间的紧密联系以及建立高技术集群是国家创新体系成功的关键。韩国的经验表明,除＂欧美模式＂外,还存在一种＂韩国模式＂,并同样能够获得成功。在＂韩国模式＂中,创新体系的核心是大企业,虽然URIs对经济的发展曾起到重要的贡献,但这种贡献并不仅仅体现在研究结果的转移和创新方面。分析了创业集群在＂韩国模式＂创新体系中的作用并不大,这主要是由于韩国经济中一些体制上的障碍。分析了＂韩国模式＂对于像我国这样处于技术追赶中的发展中国家的借鉴作用。
