| 摘 要： | 科技创新是在特定文化环境中进行的，创新源的生长受文化环境的影响和制约。文化环境为科技创新提供了思维方式、价值取向、生活习性、资源配置格局、规制务件和环境氛围，是诱致工业实验室发生区域转移的根本原因。人是实践着的能动主体，主体与环境之间的互动决定着创新源的生长及其变迁。文化环境不仅影响行为主体实施创新的选择方向，而且作为一种既定的前提性因素影响主体的行为方式、科技资源配置格局以及科技创新的全过程。任何环境都具有一定的“承栽量”，并非所有的环境都有利于创新，但是，环境是可以塑造和改变的。因此，培育创新源成长的关键在于形成一个有利于创新源生长的社会价值取向、行为方式、资源配置格局、规制条件和环境氛围。

| Abstract: | Technology innovation is carried out in a specific cultural circumstance. The growth of innovational source is impacted and restricted by the cultural circumstance, which provide the way of thinking, choice of value, conventions, habit, institutions, system, surroundings, and social distribution of resources, incurring the industry laboratory take place regional transfer. The interaction between Mankind's activity and innovational circumstance not only directly affect team's choice of carrying out technology innovation behavior, their behavior methods, social distribution of technology resources, but the whole process of technological innovation activities as decided premise factor. Certainly, all environments have "burden quantity" to the innovation, not all environments are beneficial to innovation, but it can be changed.Therefore,it is critical for innovational source growth to develop a kind of social value orientation, behavior manner,and social distribution of resources, rule-systems condition and environment atmosphere, which are beneficial to innovation. |
