摘    要:人才聚集是人才流动的产物,当人才流动达到一定规模时,就会产生人才聚集现象,若人才聚集内外环境等都比较适宜,人才聚集就会出现加总作用,形成人才聚集效应.在分析人才聚集现象后,提出了人才聚集现象、人才聚集效应的概念、知识溢出效应和创新效应等人才聚集效应的8个特征.在此基础上,研究了人才聚集过程中影响人才聚集现象向人才聚集效应转变的利益冲突动因、冲突的负效应、化解和削减利益冲突的主要方式.认为引发人才聚集过程中利益冲突的动因主要为:组织资源稀缺性冲突动因、利益自利化冲突动因、利益分配不公冲突动因等.化解和削减利益冲突的主要方式是:预防和控制、纠正和调整、公正和公平.

Abstract:Talents Concentration occurs when the flow of talents reaches a certain scale. Given agreeable internal and external environment, the flow will aggregate to lead to talents concentration effects.
