| 摘 要： | 企业技术创新能力的提升是增强我国自主创新能力的战略重点。首先分析了企业成为技术创新主体的条件，讨论了当前环境下国有企业提升技术创新能力存在的制度性障碍，分析了国有企业及其经营管理者技术创新动力严重不足的原因。进一步分析了民营科技企业在技术创新上的优势及已具备的能力，明确提出民营科技企业是提升我国企业技术创新能力的主要依靠对象。

| Abstract: | Increasing the technology innovation capability of enterprises is the strategic key to strengthen the independent innovation capability of China. In the paper, the conditions upon which enterprises become the main body of national innovation system are analyzed. On the base of that, the systematic barriers for state-owned enterprises to conduct innovation under the current environment are further discussed. In addition, the causes for the scarcity of impetus to innovate in state-owned enterprises are investigated. Lastly, the advantages and the capability of private enterprises with respect to technology innovation are analyzed. It is concluded that the private technology enterprises are the main force to enhance the independent innovation capability of China. |
