| 摘 要： | 随着国家把提高自主创新能力、建设创新型国家提升到国家发展战略的核心地位,区域创新体系建设在各地广泛开展起来。但一些地区在制定和出台促进区域创新体系建设的区域创新政策过程中,仍存在将区域创新政策体系科技单一化、区域创新政策内容趋同化、区域创新政策目标国家化、区域创新政策问题战略化等认识误区,致使区域创新政策普遍存在缺位、越位和泛化等严重问题。
