| 摘 要： | 要提高研究生培养质量，根本途径不是通过政府计划手段控制研究生规模，而是实施科研与研究生培养一体化。这既需要把导师招收研究生与其科研课题和经费直接挂钩，更需要把研究生培养纳入国家科技发展总体框架：一是把研究生培养作为国家科技项目的重要方面；二是把研究生培养经费纳入科研经费的管理框架；三是鼓励企业更多地投资于高校科研。

| Abstract: | To improve the quality of graduate education, the fundamental approach is not to control the quantity of graduates by means of governmental planning, but to integrate graduate education with scientific research, which is needed to not only directly link recruiting graduates to advisor's scientific projects a nd expense budget, but also to bring graduate education into the framework of na tional science and technology development, which are, firstly to take graduate e ducation as an important aspect of national science and technology plans and pro jects, secondly to bring the expenses of graduate education into the framework of science and technology management, and thirdly to encourage enterprises to invest more in scientific researches in universities and colleges. |
