| 摘 要： | 当前的政府采购通常以产品的购置成本作为评价标准,这很可能导致实际上错误的购买决策.生命周期成本为政府采购提供了一种新的视角.介绍了生命周期成本的概念与基本框架,阐述了生命周期成本的计算方法,以及在政府采购自主创新产品中如何应用生命周期成本计算方法,探讨了生命周期成本在应用中存在的障碍,包括成本计算、政策、态度和认知等方面的障碍,最后提出了相应的对策.

| Abstract: | In present government procurement,purchasing cost is usually used as an evaluation criterion,which very likely leads to wrong procurement decisions.Life Cycle Cost(LCC)provides a new perspective for decision-making.The paper introduces the concept and basic framework of LCC,clarifies how to apply LCC in government procurement of independently innovative products,discusses the barriers in applying LCC,and finally puts forwards relevant countermeasures. |
