基于BP神经网络的科技成果转化项目技术经济可行性评价研究

摘    要:科技成果转化项目的影响因素众多且关系复杂.立足于指标体系及评价方法的科学性、精炼性和实践性,构建了包括科技成果水平评价、项目内部资源评价、外部支撑环境评价以及项目商业化前景评价等4个考核方面共计16个合成指标的综合评价体系,应用BP神经网络方法度量科技成果转化项目的技术经济可行性,阐述了评价方法的实施步骤;通过实证分析,验证了指标体系和评价方法的科学性和实践可行性.

Abstract:Optimizing selecting of the scientific and technological transformative project is always difficulty and focus in the academia. Influencing factors of transformative project are numerous and complicated, this article constructs comprehensive evaluation system including seventeen indexes from four aspects such as level evaluation of transformative project, inner resource evaluation of the project, evaluation of outer sustaining environment, the whole evaluation system attaches importance to scientific, precise and practiced characters of evaluating method and index system. BP neural network method is applied to measuring technological economic feasibility of transformative project, implementary process is expounded in details. Through empirical analysis, scientific and practiced characters of index system and evaluating method have been validated.
