| 摘 要： | 国家科学数据机构的数据资源来自于国家公共财政投入,具有明显的公益性;另外,基于科学数据机构的有效运行,必须维持可持续性、稳定性和协调性等方面的考虑,必须对科学数据的绩效进行评估.在对以上理论依据进行分析的基础上,还对包括评估目的、各评估要素及其责任和义务、评估重点和评估过程等在内的评估基本思路进行了探讨.

| Abstract: | The data resource for national scientific data service organizations derives from the national public financial investment,which is obviously commonweal-based,besides,for the purpose of effective operation of scientific data service organization and the necessity to maintain its sustainability,stability and compatibility,etc.,it is required to evaluate the performance of scientific data.This paper gives discussion on fundamental appraisal threads including appraisal purpose,appraisal elements and their duties and obligation,appraisal key points and procedure,etc.based on the analysis on theoretical foundations above. |
