摘    要:考虑物价因素,利用有关价格缩减指数调整指标数据。考虑科技资源投入的滞后性与累积性,用R&D经费存量值代替当年值。以此用DEA模型计算出1995-2004年我国高技术产业的科技资源配置效率。结果表明,高技术产业的发展与科技资源投入之间的关系并不协调。高技术产业下不同行业的结构变化将会影响整个产业的科技配置效率。

Abstract:Considering the changes of prices, this paper uses related price index to adjust the statistics. It also replaces the R&D expenditure by the R&D knowledge stock because of hysteretic effect and accumulative effect of the S&T investment. We use Data Envelopment Analysis (DEA) model to estimate the efficiency of S&T resource allocation of high-tech industry from 1995 to 2004 in China. The result shows that the relationship between the development of high-tech industry and the efficiency of S&T investment is not harmony. The variable structures of high-tech industry could influence the efficiency of S&T resource allocation.
