| Abstract: | National defense scientific research investment plays a great role in technology advancement and military power. Howcver, the problem brought by the risk of uncertainty needs to be solved. This text provides a brief analysis and evaluation of the risk of national defense scientific research by building a hierarchy model,and gives some measures to deal with the risk. |
