| Abstract: | On the basis of analysis of the strategic position and functions of the medeium and small-sized enterprises in Heilongjiang Province to vitalize the economy and stabilize the social life of the whole province by this paper,the potentiality of development and factors of restriction of the medium and small-sized enterprises have been analyzed.From the point of view of establishing macro-control mechanism,making clear distincition of relation of properties and rights,promoting development of the medium and small-sized enterprises towards social group,specialization,and orientation to export,determining policies and measures for guiding the medium and small-sized enterprises,and promoting their progress in science and technology,countermeasures to optimize and vitalize the medium and small-sized enterprises have been put forward. |
